In order for Non-EU citizens and stateless persons to enter Italy to stay, he/she must be able to present a valid passport and an entrance visa (which one can attain by showing, within the declaration of invitation, that he/she has sufficient funds for the length of his/her stay in Italy) which is issued by the Italian Diplomatic Representative in their own country.
Non-EU countries, whose citizens need a visa to enter Italy are listed in the Schengen Agreement.
